The derelict Starlight Rooms are to be rebuilt with a new supporters bar and hospitality facilities.
The building has been out of use since the 1995 fire, but plans are now in place to install a new club bar on the ground floor with hospitality and function rooms on the floor above.
The club hopes to have the new facilities open by next February to coincide with the 40th anniversary of the Newcastle FA Cup giantkilling.
