ESG, the company set up to revitalise a part of Hereford next to the Edgar Street Grid football ground, has been scrapped.
Roger Phillips of Herefordshire Council explained that it had been decided to take a wider look at Hereford and so ESG wasn't now required in its original form.
It is thought Herefordshire taxpayers have spent around £2M on the ESG project to date.
The change of plan probably stems from the likelyhood of much less government assistance for projects such as improvements to city centres. Much of the money was to come from Advatage West Midlands which is expected to have its funding dramatically cut.
Phillips said the council wanted to involve the business community in the new project which is called Hereford Futures Limited.
