The Romans have been blamed for flooding in Hereford and unless the problem is solved the major development plan for Hereford which includes the area around Edgar Street, the home of Hereford United, will not go ahead.
Charles Pickles, of ESG Hereford, has spoken about the problem.
"Naturally, people have been expressing their concerns about flooding, especially during the recent major events.
"We can assure them that ESG (Edgar Street Grid) will not build in these areas until flood prevention work has been carried out.
"After many months of studies we now have a set of options and we are satisfied that we have developed a solution to the problem which is based on working with nature rather than trying to defeat it."
According to the BBC, engineers are looking at either diverting floodwater from the Yazer Brook, which flows into the Widemarsh Brook, away from the city, or diverting floodwater from the Widemarsh Brook into storage ponds.
Mr Pickles suggested 'it was thought the city's flooding problems were caused by the Romans, when they set up Castris camp nearby and diverted the Yazor Brook towards the city, either to establish defences or to power mills and support other industries'.
