Hereford took the lead early in the first half through Billy Phillips but Shrewsbury replied in the middle of the second period when former Bull George Lloyd was on target.
The Bulls withstood a lot of pressure as the game progressed but defended well.
Attendance was a creditable 1917 including 521 in the away end.
