The parent club's first team coach Andy Butler confirmed the move in an interview with BBC Humberside Sport, but Hereford FC are yet to announce the extension.
Speaking to BBC Hereford and Worcester during last Saturday's 5-1 defeat against Scunthorpe, which he wasn't allowed to play in, Pugh said he had been "really enjoying" his spell at the club.
The 23-year-old midfielder said he was injured at the start of the season so the decision was made for him to go out on loan for a month, which was due to end after Tuesday's 2-1 win against Warrington.
But speaking to the BBC, Butler said: "Tom will be extending his loan. He's done well for Hereford and it's proved in the results he's played in.
"I think they missed him when we played them in the away fixture so Tom will extend the loan.
"It's been good for both parties because we want Tom, if needed, to come back fully match fit so it's worked for both of us.
"Hereford have had a few good results with Tom in the squad."
Butler did not say how long the loan was being extended for.
In a recent article on Scunthorpe's website, the club said workhorse midfielder Pugh has been integral in the Bulls' recent surge up the Vanarama National League North table that sees them well in the hunt for the play-offs.
"Pugh claimed himself an assist and a man of the match award last Tuesday night as Hereford went on to win 3-1 against Scarborough," the article said.
"As well as this racked up a further 90 minutes of action in his sides 0-0 draw against Farsley Celtic a couple of weekends ago."
