Gloucester were top with 35 points, five points ahead of Fylde, but with the latter having three games in hand.
Boston and York, who were sixth and eighth respectively, also only played 13 games and would have been tipped to be in the promotion hunt, while Chester, Brackley and Kidderminster were there or thereabouts all season.
Meanwhile, Blyth Spartans avoided relegation for the second successive season having only picked up six points from their 14 games.
