Kidderminster Harriers manager Jimmy Shan said Hereford should not have been awarded a penalty.
Victor Sodeinde converted the spot kick to put the Bulls ahead after Jordan Cullinane-Liburd went over in the box.
The penalty came in the 50th minute, but Hereford could easily have been awarded another one 12 minutes later after Alex Bray was fouled.
