Richards signed from Merthyr Town two weeks ago, but won't be in contention for a place until Hereford return to league action on Saturday 9th December as he's cup tied.
The 26-year old midfielder was described as one of the best players in the league by Martyrs boss Gavin Williams, with Pete Beadle previously trying to sign Richards in the summer.
After last Tuesday's match, Beadle questioned why the process was taking so long.
"It seems to be a continual problem for us with the clearance," he said during his post-match interview.
"I don't know what they're doing but they're taking their time about it and obviously the transfer windows are closed everywhere else."
