The FA have charged Hereford United with misconduct over a breach of the Owners and Directors Test rules.
But, despite numerous infractions, the target is Alan McCarthy as he has not submitted to the test despite being the majority shareholder in the club.

Hereford United FC has been charged with misconduct under FA Rule E.1(b) and Regulation 4.2 of The Regulations for the Owners’ and Directors’ Test for Clubs (the “ODT Regulations”).
It is alleged that Hereford United has breached Regulation 3.1.1 of the ODT Regulations in not submitting to The Association a duly completed and signed ODT Declaration in respect of Mr Alan McCarthy, the majority shareholder in the Club.
Mr McCarthy has been charged with misconduct under FA Rule E.1(b) and Regulation 4.3 of the ODT Regulations.
It is alleged that Mr McCarthy has breached Regulation 3.1.3 of the ODT Regulations in that he has acted as an Officer of Hereford United without written confirmation from The FA that he may do so.
Both the club and Mr McCarthy have until 3 November 2014 to respond to the charges.
