A bid to obtain a third promotion place from the Conference to League Two is expected to be turned down.
"It would mean three down from the Football League, and... turkeys don't vote for Christmas," said Dennis Strudwick, general manager of the Conference.
"At the moment the FL only allow for two.
"We've asked for three-up and three-down, two being automatic and one from the play-offs.
"So it's probably a dripping tap campaign, it's a campaign that we carefully need to manage.
"We're living with that at the moment, but we're trying to change it."
