The Bulls were one of 14 sides not to pay a fee to an agent last season, according to the latest Football League publication.
Eleven of those sides were in League Two, and of the others nine paid less than £10,000 to agents. Notts County were, unsurprisingly, the stand-out guilty party committing £246,483 to agents last term - more than double the rest of the division combined. Shrewsbury were a distant second, handing over £33,700.
The figures show the Bulls made 21 player transactions, including 13 loans and cancelling five contracts. Torquay loaned 26 players, second only to Bristol Rovers (29) in the entire League.
