Councillor Jim Kenyon has tweeted that Herefordshire Council will issue a statement about the 'Development Agreement' that the club have with the Council next week:
Geoff Hughes is the Council's Director for Places and Communities and was a central figure in the lease negotiations that took place last season.

What is the development agreement?
The development agreement is the document that sets out the conditions by which the council, as landlord, controls the type of development which can be undertaken on either the Merton Meadow or Blackfriars lease areas and the requirement for 85% of any profits being reinvested into the ground and its facilities.
