The club have announced they have agreed terms with the 29-year-old left winger despite him trying to pursue a move abroad this summer.
Over the summer, manager Paul Caddis said he did want to resign Ceesay, who initially joined Hereford last September having most recently been at fellow National League North side Alfreton Town
Having wanted to play abroad, it appears a move has not materialised and, according to Caddis, has always known the Bulls were interested and he is loved at the club.
Speaking on Ceesay's signing, Caddis said he arguably changed last season season in a positive way through the pace and power he provided.
He told the club website: "I have a really open and honest relationship with all my players and particularly in the past few months dialogue between myself and Ceesay has remained very positive. I think it’s important to reiterate again that Yusifu Ceesay was never offered a contract by us and has therefore never turned any sort of deal down to remain at the club."
He added: "He will have a huge impact on the pitch and has added another dimension to a really exciting group of players. I’ve got to say I’ve been really grateful Ceesay has been a man of his word and insisted he only wants to play under my management and in front of you supporters if he was to remain in England.”
