Koby Arthur is a 27-year-old midfielder who was part of Birmingham City's youth set-up. He scored in Tuesday's 4-1 win at Nuneaton.
He made 12 senior appearances and had loan spells at Lincoln City and Cheltenham Town before leaving.
He then played for Macclesfield Town, helping them to the National League title and staying for 20 League Two appearances, Kidderminster Harriers, Dover Athletic and Maidenhead United. He left at the end of last season.
Bulls boss Paul Caddis has admitted he thought Arthur was out of reach for Hereford.
He told the club's website he had been in contact with Arthur since taking the job and he is someone he thought was "out of our range in terms of unable to provide full time football but also with the finances".
"Since coming into our environment and training with us now for over 2 weeks he, much to our delight, has seen this as a place he wants to play," he added.
Caddis described him as a "hard-working player who always has the goal in the forefront of his mind".
