Speaking to the Hereford Times, Bulls chairman David Keyte has told them that the club's retained list has been submitted to the Football League.
He confirms that the names on the list are the eleven players currently contracted to the club. He told the paper: "The retained list has gone into the Football League and contains only the players who are under contract for next season.
“It seemed foolish talking to players without there being a manager in place. We have to produce a break-even budget for a date in July, failure to do that would leave us with a signing embargo.
“To take £400,000 out of our budget it will be hard. We have done £1.6m income so to lose 25% of income and be asked to balance the books three months later won’t be easy.”
The eleven players under contract are:
Goalkeepers: Adam Bartlett, Dan Hanford.
Defenders: Michael Townsend, Joe Heath, Stefan Stam, Benoit Dalibard.
Midfielders: Will Evans, James McQuilken, Harry Pell, Sam Clucas, Simon Clist.
