However, none of the teams relegated from the National League - Aldershot, Havant & Waterlooville, Braintree and Maidstone - are northern based, so will all go in National League South.
That leaves the two spots available for NLN, with the consensus being that either Gloucester or Oxford City will be laterally moved from National League South.
However, the uncertainty surrounding Gateshead's position in the National League could hand Aldershot a reprieve should the Tyneside club be placed in NLN. That means only club could be moved across from NLS.
It is understood that the FA's League's Committee are to meet this week, even as early as tomorrow, and announce the initial league placings for Steps 1 to 4.
The National League will then consider them at its AGM in June.
