In last nights match programme there was an article from new director Bob Pritchard about the possibilities of developing parts of Edgar Street.
'Over the past 6 six weeks, a full investigation has
been undertaken by Bob Pritchard on the ground development opportunities
and lease arrangements.
Following meetings with respective agents (Savils) and solicitor, it has been decided to surrender the existing two leases into three new leases to cover (a) the football stadium and facilities, (b) the Blackfriars Street end and (3) the Meadow End, in order that any development potential of both ends can be achieved and dealt with within the appropriate lease.
Instructions have taken place to advance the leases to final draft in readiness for signing and completion. Timescales for this are three months.
Further work is being undertaken regarding two telecom leases we have with mobile phone companies on the Blackfriars End floodlights to ensure that the development site is free and unencumbered, together with a land reconciliation boundary change with the Council to be dealt with at the Meadow End in association with Phase 1 development of the Merton Meadow car park for residential purposes.
The initial leases will be for a period of 30 years, with the right to amend these leases by a further 220 years on the sale of the land to a preferred developer following planning consent, with all proceeds from the sales going to the football club for redevelopment of new stands at both ends and any further works to the stadium that may be required.
These funds will support the club in applying for grant funding to meet the full cost of these works, currently set at £400,000 for Conference clubs and £750,000 for Football Leagues sides.
Savills, the club's appointed commercial agent, will be seeking interest in the Blackfriars Street end development for a commercial user, and feel strongly that this can be secured now that the cattle market site is well underway and 75% let.
Discussions are underway with Hereford Futures to consider and incorporate the developable are of the Meadow End into the master plan, being submitted in April 2013 by Sanctuary Housing, the preferred social housing developer.
Direct discussions are taking place with Sanctuary Housing to ensure that the best value can be achieved. It is anticipated that the leases will be finalised within a further three months and interest from potential developers of both ends could be established within a further six months.
Land allocation for the construction of the new terracing is currently being worked upon, which will see the front of the terracing being moved closer to the playing surface, providing the maximum land for development behind.
