Bulls chairman David Keyte has called on supporters to back the side in their remaining home games.
He has told the official site that he is missing 330 Bulls fans from his pre-season budget predictions: "Home matches have been disappointing this season in many ways, in particular our performances at Edgar Street where we have seen the team slip to 11 defeats.
"Understandably, this has led to frustrations for all supporters, whether you stand on the Meadow End or sit in the Directors' box.
"The resulting shortfall against the original budget leaves us very tight against the '55% of turnover' limit for player wages at a time when we strive to ensure we have sufficient players available to help Richard O'Kelly.
"In our 18 home league matches to date we average 2,293 supporters, split 1,899 home and 394 in the away end. Overall this represents a shortfall of 24% against budget, or a missing 330 supporters.
"A continuation of the current 24% shortfall against budget will produce a further loss of £22k over the remaining five home matches, and a likely embargo on any further player recruitment as we finally exceed the " 55% of turnover" factor.
"We have recruited a potential new Manager in Richard Kelly, a firm favourite previously at Edgar Street. Richard's assessment of the club during his coming ten weeks tenure will surely include whether there is sufficient interest in and support for the club in order to envisage progress in the future.
"Now is the time to pull together, for the new manager, for the players and for Hereford United - your club."
