Torquay are still considering whether they appeal against their single point deduction.
Director Bill Phillips told This Is Cornwall that the club would wait for the full written decision before making a move, adding: "Lessons have been learned here. I'm as certain as I can be that it won't reoccur.
"It was a human error, and this had a lot of sadness, certainly with [former club secretary] Ann Sandford leaving the club."
The site also notes that the Football League have ordered the points deductions to take place immediately, after originally stating they would be officially removed only after the 28 day appeal deadline had passed.
