The Conference expect Chester to enter Administration before the end of the season, but do not know if they can do anything about it.
If they enter Administration before the various league AGM's they will still be a Football League side - and still subject to their rules on Administrations. After the AGM's they would be Conference members, and subject to Conference rules. Whether any penalty can be passed from League to League is unclear as it is a situation that has never occured.
Conference chairman Brian Lee told the Non-League Paper: "It is our understanding that Chester are very close to going in to administration - that's the latest thing for us to deal with. That's what we have heard and that is what we have prepared ourselves for.
"They have been talking about it for some time. They are going to be coming in to the conference, but any points deduction depends on when they do it - during the season, at the end or before or after the leagues AGM. They are a football league member until that meeting."
The Conference have a duty to waive their rules when admitting Football League clubs, hence Oxford's admission when rules dictate that clubs should have stands on all four sides of their grounds. They have also forcibly demoted a number of sides for financial problems.
