Work will start on Southend's new stadium in the summer after they secured all the necessary funding. The 22,000 capacity stadium on a new site will see Roots Hall become a supermarket and housing development. The three man panel will consider a complaint from Blackpool that Leeds broke League rules on contracted personnel.
