The Hereford United manager Graham Turner has expressed his frustation that it is taking so long for any development to take place at Edgar Street.
"We've had setbacks with is planned to be incorporated on the cattle market. Some of the ideas were going to be ours but that looks as though it is out of the window.
"This week we had a meeting with the Football League licensing authority to see how we can improve the capacity of the ground and make certain improvements without spending too much money with the belief that things will be done in the not too distant future.
"So there could be some way of improving things in the short-term.
"I think you need a crystal ball now to see when development will actually take place at the ground. I've got right frustrated with that.
"But there are certain areas of the stadium that need improving. There are certain things that we could do to improve the capacity. We've got to do our sums now and make sure they are viable.
"If we are going to spend, say £20,000, on certain improvements we've got to be able to reproduce that £20,000 somewhere else. Otherwise it is not worth it. We might as well leave it as it is now until full development at either end is done."
