According to Hereford United manager Graham Turner there are problem with the water pressure at Edgar Street which means that improvements to the surface of the pitch will be limited at present.
The work is expected to begin after this weekend's local cup games.
"One of the problems we face is the irrigation system," Turner told the Hereford Times.
"It is no good spending a lot of money levelling it, seeding it and top-dressing it if you cannot get water on.
"We had planned what we were going to do, only to find out that the water pressure here is not sufficient to make our preferred system work.
"The other way was a £20,000 investment in a big tank, a pumping room and underground pipes which might have to be ripped up again in 12 months time when development takes place."
Turner also revealed that the club is creating a new room for sponsors under the old supporters club.
