Notts County have lost one million pounds over the last two years. That compares with a profit of over £500,000 and promotion for Hereford United during the same period.
However they expect to break even this season. The losses occured during a period of administration.
"We are not starting from zero, we are starting from a position of losing £500,000 a year," chairmam Geoff Moore told the Nottingham press.
"I am pleased with the progress but you always look to do more, always look to be able to give the manager more, but it is about steadying the ship at the moment and we cannot afford to go into administration again. That would be the worst thing possible.
"While impossible to divorce the football from finance, and football comes first in everybody's mind, it is absolutely imperative that somebody puts finance first as well."
