Paul Caddis has spoken to other managers about the PFA lists of available players in his search to bring a couple of players in before the weekend.
"I've spoken to EFL managers, talking about the PFA squad. There's a lot of quality in there and one of the managers said something that kind of stuck in my head," Caddis told BBC Hereford and Worcester.
"There's reason those players haven't got anything yet.
"If you earn a certain amount, you live with what you've got, and it's difficult for people.
"At the same time you're hoping that they would almost accept that they haven't got what they wanted so the next best thing is going to play football and hope you do well and your next move might be back up to those financial numbers you've been paid previously.
"It's ridiculous out there.
"It's easy for it to come across as excuses and I'm never one to make excuses, it's just trying to tell the supporters what it's actually like out there.
"The first thing people want to know is how much you are going to get paid, sometimes you can get over that hurdle but every man and his dog thinks we are a full time club because of the magnificent support we get.
"We're far from it, we really are."
