The major change comes after a recent written resolution and two surveys, the Non-League Paper reported.
It means step one clubs will be able to name a maximum of seven substitutes, of which five will be allowed to be used with the referee's permission.
The previous law saw five substitutes named with only three allowed to feature.
The new motion passed with 18 member clubs in favour and six against.
There does not appear to be a three-stoppage rule.
