The attempt failed as someone connected with the club was inside the club. However the council say it will take further action.
"It makes it perfectly clear that they really do have to put up or shut up," Watson told BBC Hereford and Worcester
"The court seemed to make that clear on Monday that they had one final chance with the proceedings.
"This is obviously another nail in the coffin."

Update 8am: It has been reported that assistant manager Neil Phelps was at Edgar Street when the Council tried to repossess the ground last night.
Reports that he was 'living' in the offices have not been confirmed.
Later he spoke to yourherefordshire.
"My dignity will lie in trying to keep football in Herefordshire rather than doing everything I can to destroy it."

Phelps has been seen at the club this morning.
