BBC Hereford & Worcester say the FA have told them that their rules on football creditors do apply to the Southern League.
Earlier in the week the Southern League acknowledged that, even though football creditors from last season had not been paid, Hereford United were not under a transfer embargo despite having been under one from the Conference.
It is understood that a handful of football creditors have been told they will be paid by the middle of next week, though two qualified accountants have told Bulls News that they would not expect payments to be made to any creditors before the CVA process was complete to avoid claims of prejudice in the process.
