Herefordshire Council have turned down an immediate enquiry into the recent changes to the leases at Edgar Street according to the Hereford Times.
"It may be that the time for an inquiry will come once the dust has settled," said Cllr Bowen who chairs the Council's overview and scrutiny committee.
There have been claims that the Council failed to take into account the financial situation of Hereford United before changes were made to the leases.
"Due diligence was not carried prior to the leases being renegotiated - if it was can they let us have sight off the report," said Cllr Jim Knipe who asked about the situation in an e-mail to the Council chairman, Tony Johnson, over 12 months ago.
