Bulls chairman David Keyte spoke to BBC Hereford and Worcester after last night's game.
When asked by Trevor Owens if they had the money to cover the overdue wage bill, Keyte told him: "We still haven't quite covered it. We could really have done with a bumper crowd tonight. They brought 5-600, fair play to them, and our end was barely 1500 I think.
"So that's where we are. Our costs this year required more than that on the gate and if, unfortunately, we can't attract the crowd we're going to have to adjust accordingly.
"I think I'd be right in saying we're probably four or five thousand short of clearing the wages tomorrow."
Trevor Owens added that April's payday isn't too far away, with Keyte responding: "Absolutely. And the PAYE's on Monday, VAT 7th May. It's all to be found."
Asked about the new investment, Keyte continued: "We've been talking to a couple of parties. Nothing concrete to report yet, these things don't happen overnight. We're very close to the one I mentioned a couple of weeks ago and there's some technicalities - twists and turns - on that. We're still hopeful."
On the development of the ground, Keyte added: "The development of the ground is progressing quite well now. Bob Pritchard has done quite well on that. We met a developer last Friday about a possible Blackfriars Street project.
"We've met the Council. I think we can hopefully finish that on April 29th, which is the thing we've been publicising about splitting in three leases, getting 250 years on the ends. And we've got a project meeting tomorrow."
Asked if he was confident the club would get through the summer, Keyte took a long pause before saying: "reasonably, yeah."
