In an interview recorded last week for the official site, Hereford United's director of football Gary Peters said that having plenty of enthusiatic youngsters at Edgar Street was the right way to proceed given the 55% wage cap.
Peters explained that the wage budget was very tight at present because of overspending by the previous manager and the club had to balance the number of experienced players with the number of younger ones.
"Whilst our budget is taken up paying some players too much money, the way of getting round that is to get young hungery players who are desperate to have a chance to play," said Peters.
"We've got probably nine players who between them cost wages-wise £1000, an average of £110 each. Some get a little more than others, some are doing it for nothing.
"These are hungery players who really want to try and impress and get a decent long-term contract and it's important that we give them a chance."
Peters gave examples of some of the nine players.
"Benoit Dalibard, he's come in determined to try and show he can play in Division Two.
"Tom Barkhuizen, he's another one. Very little money.
"Will Evans, no money.
"Richard Peniket has come from Fulham and hasn't cost us anything. He might be able to stay with us for the season.
"Tyler Weir who's out on loan at the moment.
"Nathan Elder is a more experienced player who is so hungery and determined to get back into the league. He's on a ridiculus wage.
"Danny Williams as well who's been with us all season for no money.
"We've got to have trialists who are trying to make their mark. Some of these kids end up being players because they've got the right attitude.
"The players I've mentioned should not be judged the same as a player who's played 300 league games but they won't be found lacking through lack of effort.
"We want the supporters to get behind them because these lads are having a real go and they don't get paid."
