The FA have affiliated Chester to allow them to begin their season, but have also fined the Conference.
In a statement, the FA say the Conference broke their own rules on insolvency by offering Chester a 15 point deduction. It has fined the competition £5,000, suspended for a year. They have also ordered the Conference to review their rules on insolvency by the end of 2009.
It currently appears, with the FA saying the 15 point deduction was against Conference rules, that Chester will start against Cambridge on Saturday with just a ten point penalty, but that is awaiting confirmation.
